Speaker Bio
Charles A. Hearn III P.E. has been an employee of the Public Buildings Service (PBS) of the U.S. General Services Administration (GSA) since 1988. He received his BSEE degree in electrical engineering from Rutgers, the State University of New Jersey. In 1996, he earned his license to practice Professional Engineering (P.E.) in the State of New Jersey (currently inactive).
Charlie possesses extensive experience as a seasoned project manager having delivered major alteration and new construction projects in both government-owned and leased facilities. Throughout his career, he has held various positions across multiple business lines, including portfolio asset management and real property management. From 2000-2005, Charlie served as the Supervisory Operations Manager for the 1.5 million square-foot U.S. Courthouse and Federal Building located in downtown Philadelphia, PA.
In late 2005, Charlie transitioned to the Capital Project Management Division as a lead project manager. In this role he was responsible for achieving timely and on-budget delivery of congressionally approved prospectus level real estate projects for the FBI, SSA, NOAA, FEMA/HHS, IRS, CMS, VA, USMS, USAO and US Courts.
In April 2022, he successfully led the completion of the new $168 million U.S. Courthouse in Nashville, TN. Currently, he is leading another project team for the design-build delivery of the $245 million new U.S. Courthouse in Fort Lauderdale, FL.
Personal Note: In August of 2018, Charlie transferred from PBS Mid-Atlantic Region 3 to the Southeast Sunbelt Region 4. He relocated his family from South Jersey to the lovely Tampa Bay area. His long career reflects value added through many years of excellent training, mentoring and project management experience working for GSA on many significant and challenging projects.
