OTI Instructor Bio
Marvin is a registered P.E. with 40+ years of experience as a leader within the AEC industry. Throughout his career, Marvin has ensured the safe, efficient, and thoughtful planning and construction of various projects in both the horizontal and vertical arenas.
Marvin currently works as a Program Manager for Atlas Technical Consultants managing a variety of horizontal and vertical projects. Prior to joining Atlas, he was the Deputy State Property Officer for the Georgia Building Authority and the Georgia State Financing and Investment Commission. In this role, Marvin implemented more than $4B worth of projects while managing a staff of more than 100 employees. He also worked for the Federal Highway Administration as both a Transportation Manager and an Intermodal Planning Manager which included implementing many projects leading up to the 1996 Olympic Games. He also worked for the Georgia Regional Transportation Authority, developing and implementing the Xpress Bus System.
Marvin was a longtime volunteer leader for the Construction Owners Association of America (COAA), serving as the Georgia Chapter President (2012-2017) and on the national Board of Directors (2018-2021).
