OTI Instructor Bio
Rachel Prinkey is the Director of Engineering Services for the Penn State Applied Research Lab (ARL). She is responsible for the management of facilities, safety, drafting, design, and machine shop functions in support of the lab’s $310 million dollar research portfolio. Her responsibilities include creating team cultures that balance ARL strategic goals, risk, operational continuity, and ARL mission. Previously, Rachel spent 11 years working in the Penn State Office of Physical Plant Design and Construction department, where she was responsible for assembling and coordinating teams through the project development process, guiding them from master planning, through construction, to occupancy. Programs under her purview ranged considerably in size and scope. She provides a well-rounded perspective on managing project details, customer interaction, operations coordination, and strategic communication with executive administration.

Rachel graduated with a Bachelor of Science in Architectural Engineering from Kansas State University and is a registered Professional Engineer. She worked as an MEP consultant for multiple years in Houston before relocating to central Pennsylvania. Rachel moved to the Owner’s representation side of the table more than 15 years ago and actively participates in the Construction Owners Association of America (COAA) as chair of its Education Committee and as an Owner Training Institute instructor.
