OTI Instructor Bio
Richard is the Cost Management Program Manager (Chief Estimator) for the General Services Administration (GSA). He oversees the Cost Management Program and is focused on enabling the Cost Management community with tools and partnerships that increase confidence in the cost management realm within GSA. Richard started with GSA in 2016 as a General Engineer/Cost Estimator under the Design & Construction Project Programs division in Region 5. He was instrumental in revamping the Regional Cost Management Process across six states in the Federal and Leased Facilities.

Prior to GSA, Richard worked in the Pharmaceutical Industry as an CMMS Specialist, programming the IBM Maximo product. He worked as an Estimator and Project Controls Engineer with Cruybelt Contractor, Inc. in the Industrial/Biotech Sector; for the Department of Veteran Affairs as a Project Manager; and with Pfizer as a Project/Program Manager in the Biotech industry.

Richard earned a Bachelor of Science in Mechanical Engineering from Ana G Mendez University and a master’s in engineering management with a concentration in Construction Management from the Polytechnic University of Puerto Rico.

Born and raised in Caguas, Puerto Rico, Richard resides in Kenosha (WI) with his wife Lizzie, daughter Yvanna. and son Diego. He has been doing Crossfit for 5+ years and does music ministry at his church. He also enjoys house projects and smoking/curing meats.
