PDM Freedom of Choice

Design-Bid-Build, CM At-Risk, Design-Build, IPD, Multiple Prime, and PPP the main project delivery methods (PDM) in use as of 2025.  Each has advantages and disadvantages, and no PDM is exactly the right choice for every project or every Owner.

What matters, and what increases the likelihood of success, is a thoughtful pairing of an Owner and a project and its particulars with the "right" PDM.  Unfortunately, this isn't possible for some public Owners, which are restricted by law or rule to only certain PDMs.

COAA believes this is wrong and advocates that "freedom of (PDM) choice" is critical, especially when the market is flooded with work and the workforce is stagnant or shrinking.
