In a changing of the guard that signals a bright future, the Construction Owners Association of America, Inc. (COAA) is excited to announce its new leader for the Illinois chapter. After an impressive tenure, Chris Rogan is stepping down as COAA-IL Chapter President but will remain actively engaged as the Immediate Past President. We are thrilled to introduce you to Julia De Rosi, who is stepping into the role of COAA-IL Chapter President, bringing with her a wealth of experience and passion for the industry.
Julia De Rosi's professional journey has been nothing short of remarkable. She currently serves as the Deputy Assistant Commissioner for Project Delivery within the Office of Design and Construction, where she provides leadership and innovative design solutions for a program that spans a colossal $21 billion and 371 million square feet. Her career at the General Services Administration (GSA), which began in 2002, has seen her in pivotal roles across design, construction, leasing, and portfolio management.
Julia is more than just a seasoned professional; she's also a passionate advocate for Women in Construction. She frequently speaks on industry transformation and is certified in LEED AP O&M, FAC P/PM, and holds a PMI Master’s Certificate from George Washington University. Beyond her professional achievements, Julia and her family currently call Chicago, Illinois, home.
With her impressive track record and dedication to the industry, Julia De Rosi is ready to lead COAA-IL into a new era of growth and innovation.
We can't overlook Chris Rogan's contribution to COAA-IL. With over 30 years of experience in construction design, engineering, operation, maintenance, and administration activities at nuclear power and university facilities, he's been a pillar of leadership. Currently, he serves as the Director of the University Office of Capital Programs (UOCP) for the University of Illinois System. UOCP plays a vital role in supporting the University of Illinois mission by overseeing policies, procedures, and systems related to the university's built environment, as well as managing architects, engineers, and contractors.
COAA extends its heartfelt gratitude to Chris Rogan for his exceptional leadership as COAA-IL Chapter President. While he steps into the role of Immediate Past President, his influence and expertise will continue to enrich the organization.
